Renewable Energy Business — Fundamentals

Step 1 — State Nodal Agency (SNA) empanelment (for any scheme-linked work)
If your business model involves PM-KUSUM or any other subsidy-linked installation work, empanelment with your state's Renewable Energy nodal agency is the actual gating step — not optional, and not something a strong sales pitch can substitute for:
The real process, two stages:
1. Empanel with your STATE's nodal agency (not a central body --
each state runs its own list). Real examples: GEDA (Gujarat),
MEDA (Maharashtra), RREC (Rajasthan), KREDL (Karnataka), TEDA
(Tamil Nadu).
2. Bid in competitive tenders run by that same agency -- the lowest
evaluated bid (L1) typically wins the tender, meaning empanelment
gets you INTO the process, not an automatic contract.
A mandatory Annual Maintenance Contract (commonly 5 years) is usually
bundled into the installation contract under PM-KUSUM specifically --
meaning the business relationship with a client extends well past the
initial installation, which matters directly for revenue planning
(see Advanced).

Step 2 — Core business registration (applies to every track)
•Company structure: Private Limited, LLP, or Partnership via MCA, same as any registered Indian business.
•Udyam (MSME) registration: free, online, and the gateway to most of the financing in Step 4.
•Electrical contractor license: required for the actual installation work in most states — a separate credential from business registration itself, typically requiring a licensed electrical supervisor on staff or as a partner.
•GST registration: mandatory above the relevant turnover threshold, and needed in practice for tender participation and B2B installation contracts regardless of turnover.
Step 3 — Track-specific considerations

Before assuming PM-KUSUM empanelment guarantees revenue: if your state's next tender cycle is 6 months away and your business has no other revenue source in the meantime, does the business survive that gap? A business plan built entirely around a single scheme's tender cycle, with no other revenue track (rooftop sales, O&M contracts on existing installations) to bridge the gap, is fragile in exactly the way this academy's examples keep illustrating.
